If the property has been on the market for some time and is too expensive for your pocket, don’t be frightened to try a lower offer. The seller can only say no – or yes!
Then again, don’t try to be too clever. Make what you feel is an appropriate offer – if you offer too low, then the seller might not feel inclined to allow a "second bite of the cherry" should they get a better offer from someone else. Behave reasonably and others should reciprocate.
If you are offering to the limit of the figure that you’re prepared to pay, then say so – but only if you mean it!
